The GOP controls the House. 241 to 194. They don’t need the House Democrats to pass whatever they want, unless they’ve got enough GOPers who don’t approve of this plan either.

Oh wait, the fractured GOP caucus can’t agree on what they want to do either.

The Senate is also in GOP hands, so yeah, they control the process.

That’s why we’re in this mess.

GOP controlled Congress can’t do anything. And when they can’t do anything, they blame the party in the minority.
