I used to mark underground conduits. We used a transmitter to inject a RF signal onto a specific metal pipe/cable and used a receiver wand to follow the signal. The wand would tell you if the conduit was left, right, or directly under. Science, it works.

We aren’t quite so fancy here, since we only have 128 people. That said, when we replaced the entire town water pipe system (to eliminate old Thirties lead pipes), the new pipe we put in (a variant of PVC) includes metal striping so it can be detected with a metal detector.

As for the sewage and storm drain lines, they have been in place for a long time, and are marked on the village water system maps.
