Like the SBA, these programs exist to build businesses. It is in the governments best interest- they anticipate higher tax revenues in addition to the interest paid.

Often, these kinds of instruments are used when a company has large orders but not enough capital to invest in equipment or personnel.

Overall- and when it works, it is a win-win. It is not a handout or bailout.

The loan is still help from the government.
