The controlling law is the Railway Labor Act, not the National Labor Relations Act. FDR (correctly) expanded its jurisdiction to cover airlines. The reason is that unlike steelworkers, for example, a airline pilot or flight attendant goes from place to place within a airline’s are of operations.
