I get where the desire to treat this lightly comes from but normalizing Trump is dangerous. The military absolutely will not defy a direct launch order if he gives it. If and when the time comes here is no safety net or fairy godmother in uniform that will intercede between his paranoid narcissistic lunacy and the continued existence of human civilization.

Normalise him, not me.

That takes us back to the National Command Authority again. Trump absolutely can give an order. Mattis can absolutely refuse it (that would likely result in his firing).

The military intelligence agencies know what the military situation is. It seems unlikely that the Defense Secretary would order the release of the weapons and the assured destruction of the USA (the same issue played out in the late stage of Nixon’s administration).
