And the big picture? What exactly is the big picture? That IS is using the chaos and mayhem in Syria to spread violence? That they might use the resulting outflow of refugees to their advantage?

Or that they don’t want to see refugees resettled or assimilated into new homelands because they’d lose leverage. The worst thing that can happen to IS is that refugees resettle into other countries peacefully. They lose a target - both for their violence and for dissatisfied people who might turn to IS or other extremist groups because they’ve lost hope.
