Pecker is low hanging fruit and not the target.

Low rungs get deals to implicate those higher up.

Prosecutors think Pecker has more information of note on people above - namely Trump personally and directly, and in ways that Cohen doesn’t.

That’s notable in and of itself. After all, if Pecker didn’t have noteworthy info to prosecutors, why would they bother with an immunity deal. They could prosecute him on the same kind of federal crimes as Cohen cut a deal on.

There’s more than meets the eye here.
