Mass surveillance contributed to failures to stop bombers

Assuming this is Boston, doesn’t the argument boil down to “NSA says it doesn’t intercept domestic communications! Bombers used domestic communications to plan bombing! US Government didn’t stop the bombing! NSA failed!”

Or am I missing something here?
