No. It’s a concession to the Blue Dogs. Lunatics throwing tantrums at town halls doesn’t effect anything. No Republicans are going to vote for the bill anyways so it doesn’t make any sense to give then concessions.

Umm… aren’t the Blue Dogs getting a lot of heat from their constituents, including at venues like town halls (the non-rowdy ones as well as the more boisterous)?
