CDC says that as a result of the HCR, 2.5 million more Americans (in age cohort 19-25) now have insurance. That’s mostly the result of the change that required insurers to keep dependent kids on their parents insurance until age 26.

Overall, that seems to be a pretty good measure. However, the report takes no position on whether the actual health of those people have improved, or the costs associated with the change; the change didn’t cost the government anything, but costs associated with the change were passed on by insurers to the insureds in the form of higher premiums spread across the ratepayer base.
