Another example, here is the December 2011 percent of normal precipitation, mapped for the lower 48 but on a finer grid:

You can indeed see that the Bay area shows very low percentage of normal for precipitation for Dec 2011.

However, taken over the whole year, the region compared to the entire 117 year record is ranked in a category labeled “below normal”.
