Even if he’s opposing it mostly because of its bad procedure as opposed to bad policy, the fact he’s saying so now (rather than waiting until the last minute) might prompt a few other GOPs (besides Collins and Murkowski) to jump ship as well.

Without a certain 50 votes for it will never come up for a vote, so they won’t have to say one way or another.
