It’s about lawsuits. If you stopped a customer and it turned up they had not stolen, the store could be sued for false arrest. I once had a manager who had to let kids he knew has stolen a cell phone go even after security had stopped them. The regional manager did not want to order them searched, as it would be a lawsuit if the search came up empty.
