In terms of avoiding tech, yes. In terms of non-violence, no. They are also more accepting of outsider Eldar than the Amish are of outsiders, although that only extends to other Eldar. They don’t like humans much, due to the Imperium hostility towards non-humans, and due to their (somewhat justified) belief that humans are more primitive that the Eldar.
