The biggest obstacle to anything but combat (overt or covert) is that all sides assume all other sides are negotiating in bad faith. fwiw, I’ve become convinced there are some individual bad actors in all the parties that are sabotaging peaceful intent of all the other actors even within their own parties.
It’s not enough to identify the bad actors in the other side’s group. It’s necessary to identify and neutralize one’s own as well — something that applies to all the parties.
Thing is, because the bad actors are highly placed and influential if not absolutely powerful, the whole thing’s a mess.
Could be said that each sides wants to win. One or the other wants complete dominance.
There’s that word again. Dominance.
