The people answering the phones are likely unpaid interns as well. Ask them to mark you as a pro/con on the subject. The Senators keep tally logs (on Google Docs when I was there) and they do matter (at least to the Senator I worked for - Udall (D - CO)).

Do not go negative. If you do they will either chart your calls or pass your information along to Capital Police (I have a great story on this subject for another time).
