Arrows in knees are natural part of the sorting algorithm of fantasy economies. If entrepreneurship means killing progressively larger critters and taking their stuff, then the basic work pool is going to filled with slightly-maimed ex adventurers who have a skill-set that makes them shoe-ins for law enforcement and security work.
