I agree, just the new tunnel in Boston cost over $14 Billion, a massive pipeline project like this would involve a significant cost, certainly in the trillions.

Considering current conditions and population growth alone, it is not hard to image hundreds of billions of dollars in things like pipelines, desalinization, population shifts, and associated infrastructure.

New York Water Tunnel #3 will have taken 50 years to complete, if it’s on schedule and cost over $6 billion. And thats just 60miles. en.wikipedia.org
