An HR friend of mine explained that a lot of the job seekers you see are people who already have a job but are making less than they like. Since hiring is less frequent, advancement is less frequent, raises are less frequent, etc.

She said in some ways it’s hardest to hire at either end of the unemployment scale; with low unemployment you have to pay out the nose for good people and they may skip on you quickly. In high unemployment you have a glut of people but if you hire someone who’s just taking a job of convenience, he’ll be on the lookout for a job that really suits him and rewards him better.

What about this very disturbing trend in HR that “unemployed need not apply.” HTF can they get away with that?
