How does the modern sniper rifle work if all the electronics are disabled? (I assume a high-tech sniper weapon would have a chip in it to calculate trajectory and wind speed and stuff) although why would they have to go back to the Civil War? Lots of non-electronic stuff in WW1 and even WW2.

Indeed. I’ve seen hand-made Thompson submachine guns. But the thing is; If the bad guys had those, then the story would end quickly with the good guys being blown away like Northsiders at the St. Valentine’s Day Massacre. They have to hobble the bad guys otherwise even normal people wouldn’t believe the good guys winning.
