It appears to be a bird of prey, but it does not closely resemble any I recognize as a heraldic symbol of nationhood, such as the US, Russian, or Polish eagles, nor does it resemble the stylized eagle the Nazis used.

That image is awful fuzzy, more detail would be helpful in identifying it.

Fuzzy or not, people will see in this tattoo what they want to see regarding the motives of the shooter. To me why he did it is irrelevant. How he was able to do it is what should be researched.
