Basically, as I understand it, the GOP bill would require the FBI director, the secretary of Homeland Security, and the director of national intelligence to personally sign off on every single refugee. This would effectively kill the program.

It gives the supporters cover in three ways:

1) It bogs down the process, allowing them to say that they’ve “stemmed the tide” or whatever rhetoric they choose to use.

2) If the program gets axed because of the delays, they get to puff out their chests and say that they stopped the administration from bringing “terrorists” over.

3) And if one of the refugees should be involved in a future attack, they’ll have three people they can drag on the carpet to explain why they signed off on an “obvious” terrorist.
