Police, prosecutors and judges oppressing poor people: It’s a narrative that might have garnered little sympathy around the St. Louis area before the fatal shooting Aug. 9 of Michael Brown by a Ferguson police officer. The shooting set off protests that included demands to improve operations in police departments and municipal courts.
But in the post-Ferguson world that recognizes how many people are just like Ray, it’s a cause clbre. At the end of last year, there were 412,851 active arrest warrants in St. Louis County, many of them for failing to appear in court.
