Basically, as I understand it, the GOP bill would require the FBI director, the secretary of Homeland Security, and the director of national intelligence to personally sign off on every single refugee. This would effectively kill the program.

I’m sure you’re right, that the GOP’s goal is to over burden the system to kill it.

I need to do some google work, to see what the existing vetting process involves. I’m sure it’s plenty adequate, but I’m clueless as to what it is.
