How does the modern sniper rifle work if all the electronics are disabled? (I assume a high-tech sniper weapon would have a chip in it to calculate trajectory and wind speed and stuff) although why would they have to go back to the Civil War? Lots of non-electronic stuff in WW1 and even WW2.

Nope. Modern sniper rifles are still primarily optics and knowing how to shoot and adjust for range and windage. The electronics kick in when trying to night shoot - and then they add additional scopes onto the rifle for that.

The Military Channel does a lot of shows on snipers. The ones they do on the annual sniper competition are sort of interesting since it shows a lot about training and the exercises they do through for the competition.
