No, that’s not what the Zygon subplot was their for, not entirely at least.

Essentially, that served to show what the Doctor’s pushing of the Moment did to him. It served to help the War Doctor make his choice.

While elaborate, the Zygon subplot was essentially there to set up the War Doctor for making a choice.

He would have gone through with it. Except Clara ended up being there.
