This is not quite the issue. The Republicans want to use their free franking privileges to mail this chart, but this chart is not non-partisan, there for the funding for the mailing must come from the Republican Party treasury, not the tax payers.

Is the chart accurate about the additional overhead and organization bodies that make up the health care bill? How can they argue that it is partisan, then?
