No. Walter is right; Repubs want to use government money to mail out the information. The GOP could use their own money, but then it gets an extra “gloss” of “partisanship” because it’s coming from the minority party as opposed to the elected representative of the district.

Why the heck do they call it “franking,” though? Sounds like a hot dog maneuver.
