What do you use to scare a death cult into backing down?

Not only that, they’ll just melt into the civilian population. Who’s going to stop them? Certainly not the civilians who I’m sure are justifiably terrified of them, and they’ve shown that they have no compunctions whatsoever about being brutally violent thugs.
