When you say “build it ourselves” does that refer to the building’s design or do we actually send Americans in to do the physical construction?

I believe we use contractors with security clearances. There were notable incidents in the past, such as the US embassy in Moscow IIRC, of local labor adding numerous bugs to the work as the went.
