My bet?

He wasn’t even planning ahead to deceive people. Trump, like all narcissists, simply assumed that he’d never get called to answer for his behavior…and he’s picked advisors that are (1) lickspittles (2) maniacs who don’t have the goddamned sense to pre-plan either.

Hence the—again—classic narcissist response, sputtering fury that everybody else is the persecutor and he’s the victim.
