Unions don’t really have a damn thing to do with it.
The problem is, as you said, the unity of cops- -they really live in a very different world, and have a very skewed aspect because of it— and the nature of the office of the public prosecutor. Since it’s a political office, prosecuting cops, making the city look bad— that’d not generally going to happen. Furthermore, cops that are willing to bend/push the rules to get convictions are useful to prosecutors.
It’s a classic problem; we need an Internal Affairs department that’s at the federal or state level, or just wildly independent, to do actual oversight.
