I really don’t see the point of individual sanctions like this. Target the country as a whole.
That said, his answer still sucks.

The sanctions are a symbolic gesture and really don’t have much effect on the Russian officials or their decision making. What Carney can’t/won’t say is sanctioning Putin might actually hurt the Russians and effect their decision making. It’s an escalation the White House is going to avoid.
