again: charter/private schools and public schools are apples and oranges unless they are all required to take all applicants and forbidden to expel them unless they pose a grave threat to the school and other students.

It is like comparing a wife who works full-time, raises your kids and tends your house with a fashion model who spends 40 hours a week maintaining her figure and appearance.

It goes beyond that. Even if the Charters have to take all applicants, assign seats via lottery and are restricted regarding expulsion, they still can engage in things like targeted marketing campaigns or parent involvement requirements to distort their applicant pool.
