EDS = Electronic Data Systems, aka Ross Perot’s old company. They handle billing and paying for Medicaid in Wisconsin.

Perot turned it over to his son, who has since sold it off for cash.

Perot could be nutty, but he had a better understanding of customer service or at least more concern for it than EDS does today. When did EDS first start handling the payouts?
