I am a manager and I sit in meetings where I hear this kind of gobbledygook all the time. I’m convinced that 99% of the people listening haven’t the slightest idea of what it means. It’s just made up language to provide what my wife call ‘jobs for the boys’.
She lived in England for a number of years and said that was a common term to describe bullshit jobs.
