If they can get their total meal for under $25, then that tip would be… OK-ish. Unless they live in bumfuckistan (which they might, considering they think this is OK in the first place), they will have little luck getting a meal for 2 outside of a place that asks you over a bad PA system while you are sitting in your car if you want to add fries and a drink to make a combo.

Plus, you should always tip at a higher percentage at cheaper restaurants because the service is still service and the dollar amounts are lower.
