Luke is right. The infrastructure to even do alert has greatly deteriorated since GHWB.

Stepping back a bit…putting bombers on alert is a huge step in bargaining. It is both a costly and easily unambiguous/visible signal/threat.

I used to work out of the old alert building down at the ‘christmas tree” on Little Rock Air Force Base.
