Come to think of it, parts of Mexico are like this.

When my folks and I were in Mexico for a family wedding last summer, we saw a bunch of VERY heavily armed Army groups on the roadside. My dad kept slowing down the rental car because he wanted to look at the guns. My mother and I thought this might be a poor idea.
