Isn’t old McTurtle, in effect, filibustering the organizing process? IIRC, the “organizing resolution”, or whatever it’s called, is a matter of internal Senate rules, not an actual “bill” - I.e., legislation. So McConnell and the GOP can, in a 50-50 Senate, make as much trouble for the ostensible Majority as they can - and, of course, will. As long as it doesn’t necessitate a tie-breaker vote from the VP.
