It’s Comcast. Any idea why Vimeo in particular? I don’t tend to have trouble with any other video sources. (Except MediaMatters. I can’t play their videos in Chrome, but I have no trouble in Firefox.)

Don’t know why, sorry - but one possibility is that Comcast is throttling Vimeo connections because they use a lot of bandwidth. They’re kind of notorious for doing things like that.
