Can Arizona give free plane and bus tickets to SF? It is a “Sanctuary City”, no?

The more I think of this idea, the more I like it.

Arizona could charter planes and fly illegals “free of charge” to sanctuary cities. Drop them off at the airports and let the sanctuary cities get them where they need to go.

They could also offer to fly American Citizens back to Phoenix for free (for tourism purposes, people’d have to pay for hotels and food and stuff) and give them free commercial vouchers back to SF… (if they wanted to go back home.)
