I also saw several interviews (the best one was O’Reilly) where the question was asked.
O’Reilly’s followup question was why mercenaries (Blackwater, for example) weren’t hired to act as ‘bodyguards’.

The response was that Maritime law does not prevent arms (small arms) on a merchant ship in any way. The problem was that many ports of harbor will stop the ship and conduct inspections, which cost a couple of days turnaround time.
