I think avanti was talking about the effect. One emphasis gets 8 years in one direction, and then the electorate goes for the other emphasis for a while to make sure things don’t go too far in any one direction. That makes sense.

It is true that the capitalist emphasis is superior to the communist emphasis because capitalism alone creates wealth. Communist economies simply coerce it away, throw it around, and collapse in failure.
