how can someone not swim?…seems impossible

I can swim, but I don’t like rough water at all, I’m not a strong swimmer at all, and I tend to panic. Plus if I’m in the ocean, if there is ONE stinging jellyfish within a 5 mile radius, it will find me. I go to the beach but will only swim in the pool.
