Actually, it’s not grammatically incorrect. The dual use of the demonstrative adjective “that” makes it a bit awkward, but overall it’s fine:

Yet it’s NPR and Planned Parenthood that combined[SUBJECT]
amount [VERB]
to about 0.8%[OBJECT]
of that which is what has ruined the economy.[ADJECTIVE DESCRIBING OBJECT]
