If you were in a foreign country would you be really, really, pissed off if you were asked to show your passport?

I’m asked for my passport in Mexico all the time……… when a US citizen conducts business in Mexico you have to produce your passport to get an FMN license. Immigration in Mexico is actually very stringent. You don’t want to be caught in a business without an FMN. The business runs an even greater risk (huge fines). You can’t get past the lobby without an FMN period.
