I’m curious to know exactly what was such a disaster. MNSure, Minnesota’s health care exchange, has been humming along with nary a blip (no stories of its epic failure have surfaced that I’m aware, though there were some acknowledged slowdowns around the deadline) and signed up a fairly significant number of people. It can be done right if people really want to.

the hardest part, as far as i can make out, is where the frontend communicates the information to the ins companies, since you need to interface the front end to various and sundry remote legacy systems that might be cranky and/or need coddling. but many ins companies are national these days and surely minnesota and other states could share lessons learned where applicable in this regard
