Personally I think it’s part idealism, part naivete.

I think it’s neither, but instead pure politics. Biden is gambling that there is a larger percentage of voters who just want “business as usual,” who can be convinced that things will go back to “normal” once Trump is gone and the GOP have been knocked back on their heels. And, if you look at the polls right now, it’s not that bad of a gamble.
