My point is anyone (even local governments) can hire IT expertise. Skype gives up an IP. IP’s can be ghosted, but that’s another level of skills. I just don’t see this as iossarian seems to.

It’s trivial to anonymize an IP connection. Killgore’s scenario is plausible, albeit a bit of a stretch. I was pretty sure Skype did not permit emergency calls to be made; I will have to double-check that.
